If you read Joe Crawfords response he corrected me. Its IE3 not Netscape.
It's been a while... the who's who got messed up.

which versions of nn3 did you experience this in? i just tried nn3.04 on a
pc and the onChange fired when i selected one of the options - just as
expected. in fact, in all of my development experience i don't think i've
ever run into what you're talking about.
