[thelist] Netscape 6 loads page twice

Does any one have any idea why Netscape 6 loads this page twice? It seems to
be something with the browser detection script but I am not sure.

It works fine in older versions and IE.

At first I hated Netscape 6 but it is making me tighten up code. I had to go
back to a HTML 4.01 doctype as using XHTML 1.0 transitional messed up the
table rendering.
