I've always heard (like even 3 years ago I read this) that the way to do
this is to use CompuServe - who has been a global (or nearly global) ISP
for a long while.

They do list a surchage for Australia, Thailand, and Singapore (6 Pounds
(each?) for you as a uk-er) - I'm assuming that's per month of service.
That *can't* be per use can it?
