(If you have the choice, don't install documentation/samples on your
production server(s) --bad use of space and definitely a possible security
hole)

Install the documentation and samples when you install IIS on your
development server(s). There are really good examples included to do various
things, including creating new websites, stopping and starting sites, and
other stuff via WSH scripts (VBScript that runs like a batch file from a
command prompt).

--What's cool is that the techniques you see in these examples (located in
C:\Winnt\system32\inetsrv\adminsamples\) can be used in your ASP pages, so
you can build yourself a nice admin interface to your IIS Server to
display/manipulate the sites you need to get at. --Very helpful if you find
yourself in a position of creating a number of virtual directories and the
like, and you hate to point/click/type all 25 of them....
