The US government issued guidelines for federal government web sites.  I 
wouldn't be surprised to see these guidelines adopted by state and local 
governments as well.  There is a strong argument to be made that web sites 
need to take these steps to comply with the Americans with Disabilities 
Act.  Something to mull over with clients.
