And the early browsers were like this - yes, NS added a few extensions
in each browser version, yes, some of them sucked (<blink>). But they
supported the core of HTML as laid down in the standards at that
time.

It really should be obvious that support for proper CSS is more important
than enabling users to change the colour of their scroll bar (which should
be an OS variable anyway, to provide a consistent UI across all apps).
