Using structural markup is *always* going to help non-visually-
parsing agents. And for this reason, your default HTML style
should always be structural and semantic, only deviating when
justified on a case-by-case basis.

You could of course do the indent with css attributes to the <p>
tag...

Definitely the white-space is more common than indentation.  And, I believe
that some page-readers for the disabled are aided by <p> tags around
individual paragraphs.
