Most browsers don't do anything with the DTD anyway, so their behavior is 
the same regardless.  The exceptions are IE5/Mac and Netscape 6.

If IE5/Mac finds no DTD, it attempts to emulate IE for Windows in how it 
renders the page.

I believe Netscape 6 tries to emulate Netscape 4 if it finds no DTD, but 
don't quote me on that.
