Simple SSI/XSSI includes have a much lower server load
than db lookups or CGI calls.

They're not big, or clever, but they beat hand-maintaining pages,
and frames.

Rename the file .shtml or similar and it should
work.  Definitely wouldn't recommend remapping
.html to SSI since that would force apache to
parse everything - and you don't need that kind
of server load.
