Either
1) They matter (in which case use them)
2) They don't matter (in which case, why bother with background colours
   to compensate for clients not displaying them correctly).

Either way, the "background colour by gif" method is invalid.

Here is an interesting question for the list: what constitutes "web safe"
color these days? I'm not so sure I know since I read this:
