Hey Chris -

Good question..

The best advice I could give would be to start 'networking' with other 
webmaster types on mailing lists, usenet, irc, guilds, associations, 
groups, etc..

First you've got to get people to listen to you, which takes some time 
and work.. Only then will they actually not hit the delete key when they 
see you pitch your services...

Why only selling it to 'webmasters' though? You could also pitch it to 
the marketriods or advertising people at small-mid size sites.. If 
you're looking to make money on it, 'webmasters' running a britney 
spears review site probably aren't the way to go ;)
