Seems to me like you should be using Dreamweaver's Templates. Simply:

1. save the design you want "as template"
2. choose the areas of "content" you want to change on each page and select
"modify: template: new editable region". Give each region a name.
3. "file: new from template" will make each page.
4. Update the editable region of each page and save with the right file
name.
5. Any future changes to the whole site should be done to the template. Save
it and it will automatically update every page.

Also, set Fireworks to be your regular graphics editor in Dreamweaver:
1. go to "edit: preferences"
2. Select file types in the big box like "jpg and gif"
3. Browse to find Fireworks.exe in the Fireworks folder.
After that, you just double click on the graphic in your Dreamweaver
template, and Fireworks will open it automatically for you.
