For the majority of items noted as 'buggy', there's a footnote explaining 
how.  (they're over in 
http://www.webreview.com/style/css1/charts/notes.shtml, but they're all 
linked from the side of the chart (look for the [note] box hanging off the 
right-hand side)).  For one comment on implementation of '@import', he 
notes, 'This is technically in violation of the CSS1 specification, 
although obviously not a major failing; thus the "Quirk" rating.'  More 
serious violations receive a "Buggy."  In general, it's good to check out 
footnotes that go with tables like that that don't have a lot of room for 
explanatory text.
