It is,  but it's known in the publishing industry as Greek text.

It's from Cicero's "de Finibus" 1.10.32, which begins 'Neque porro quisquam
est qui dolorem ipsum quia dolor sit amet, consectetur, adipisci
velit...' (There is no one who loves pain itself, who seeks after it
and wants to have it, simply because it is pain).

It's been in use since the 16th Century, and has largely been unchanged since.
