Welcome to windows hell. This is not an Netscape problem its an OS problem.
The & in Windows is used to Identify a hot key combination for menus and
tool bars. In order to get the & to display as an & instead of a _ you have
to use 2. e.g. &&.
This of course looks stupid on other OSs and your alt tags.
