Shot in the dark...

First off - did you make any registry changes? If so, change them back.

Second - Can you kill the non-communicating SQL service via the Services 
Control Panel?

Third - If you can kill it, try re-starting the SQL service via Enterprise 
Manager.

Fourth - You might want to see if MS has a KB article on how to fully 
remove SQL (much like Office) and then re-install.
