I'm not sure of the question, but from the description, yes, library items
can be used anywhere in a site, so dependent files referenced within
library items use site-relative addresses....


Hmm, if this is "What's a way for a browser to not display images
referenced within a library item?", then make sure to either serve the
files, or use Dreamweaver's Preview-In-Browser.
   (If you just open the local .HTM file in a browser, then it will have no
idea what a site-relative address is... the server resolves this address,
and Dreamweaver's Preview-in-Browser rewrites the file to resolve such
site-relative addresses for local viewing.)
