make sure that's true, first... turn off your images and surf the 
page... or hit it in lynx...

is it just as easy to use as it is under ideal conditions?

if not, then you didn't get it quite right...

and even when you have it right, are you building the image map 
because it's easier for you or your users?

ultimately, having unique elements as anchors is always easier... 
you may be able to trim and optimize better, you could add 
rollovers, it's a lot easier to ensure it works on alternative browsers, 
etc...
