	I think you're right -- it's the only thing that would explain the
inconsistency (in my mind, anyway) of deprecating <u>, but not <i> and <b>.
But I still think it is, well, dumb. The Transitional DTD was set up to
include deprecated presentational markup. I don't see any logic in
maintaining this stuff in the Strict DTD. It makes no sense to me (nor to my
2¢, which I just spent with abandon :).
