Indeed, but remember (a furriner rites) that different countries on the same
"zone" may have different Daylight Saving/Summer Time standards.

For example, Cape Town and Paris use the same time-zone, but South Africa
doesn't have DST while France does. And if it *did* have DST it would be six
months out of kilter, being in a different hemisphere...

And even those countries in the same hemisphere that use DST may well use
different start/finish dates & times.

It strikes me that a really good timezone converter needs to have some
*serious* logic built in to it....
