having worked with content driven sites...

in my case it was nice of the writer to indicate which phrases needed to be
<i></i> (for titles, etc) indicating the paragraphs with <p></p> and adding
the <a href></a> tags to links. very helpful for style sheet control. as
well as 

but as for saying what colors, size, or type the fonts should be... that is
the designer's job.

the best solution is to communicate with the designer first.
