Sorry I can't help with question 1!

You could try www.zenithtech.com, they do pretty decent hosting (raw access
and error logs, Perl, MySQL and PHP - only v3, sadly - along with
100Mb/15Gb, all for £5/month.) 
You can add extra domains to your account for £10 each, although AFAIK they
count towards your storage and transfer limits.
