First off, the programs currently residing in the cgi-bin are for FrontPage 
Extensions. So is the _vti_bin directory.

What you want is a "real" CGI program to do all this dirty work. I'd 
recommend an ASP script to collect the form data, mail it to your 
interested parties and then dump it into an Access DB (or MS SQL if that is 
available).
