this is most likely the issue... IE3 has problems with HTTP 1.1... 
for example, using response.redirect in ASP often gives funky 
results in IE3 because it relies on the 1.1 headers... make sure IE3 
is set to use HTTP1.1....

it may also be worth noting that IE3 will not display a page with two 
links to CSS files...
