Agreed...
I now prefer to start in PhotoShop and move it to code.  If you know enough to
determine what you can and cannot do, then this will save time.  The client only
gets to pick from designs that you know will work, and then you just have to cut
'em up and code.  This avoids making changes in the middle of coding the site,
as well.  Once the look is approved, you're on your way to completion.
<rant subject="graphic designers">The difficult part is when graphic designers
who don't know anything about the HTML side get involved...  You've got to keep
a whip handy to crack at them or else they'll get marketing to approve a design
that doesn't work.  You _must_ position yourself between graphic designers and
the rest of the company, or else you can end up with a mess.</rant>
