Well from a technical standpoint, it's harder to "steal" an image from a
printed book. The original photographic print, slide, or transparency is
converted to dots to be printed (you can SEE the dots in a newspaper... in
higher-quality printing the dots are there but they are less noticable to
the naked eye), and if you try to scan that dot-converted image, it looks
like crap because the scanner scans the dots along with the image. So, it's
harder to start the thievery process with a printed image and get a usable
result, but VERY easy to start with a high-res electronic image. 

I wouldn't say the fuss is "sudden," I'd say it's just a matter of "new
medium, new worries," and rightfully so.
