Well, definitely some, maybe most browsers have stunk at respecting 
expires headers ... but last time I tried (pre 5.0 browsers), I 
couldn't find one that gets tripped up if you set both the expires: 
and last modified: headers to 24 hours in the past ... I also threw a 
pragma: no-cache in there for good luck.
