You can do this reliably with Javascript in all NN/IE 4+ as well as Opera.
Surf to http://www.projectseven.com/dreamweaver/index.htm and look in their
tutorials section or at the "Jazz" site they developed.  They have a
Dreamweaver Extension that allows dynamic, (almost) pixel-perfect layer
positioning.
