It's not free, but you probably already have it:
Photoshop will do this.
1. Click on the foreground colour on the toolbar
to bring up the colour picker
2. Click the button marked "Custom"
3. The Custom Colors dialog box appears, bearing
a popup menu allowing you to choose between
various colour standards, including Pantone Coated.
Choose a colour, pick on PICKER to get the values
in RGB, CMYK, hex etc.
