[thelist] Automating PhotoShop vs AfterEffects

I'm doing some video manipulation and was wondering if there's an easier
way.

I have each frame of the movie saved as an image and can use a PhotoShop
"droplet" to modify all of the images at once (well, not "at once", but it's
a simple drag/drop operation).

This is cool, but I want to modify some effects based on the volume of the
audio.  I can do that, but it requires typing in a value for each frame of
the video.  I have a program that takes the audio for each frame of the
video, calculates the volume and writes the volume to a file.

Now I have a file that has a list of volume levels for each frame and a
bunch of images for each frame.  I want to import the image, apply the
filter using the volume in the file, and save the new image.

Is this something that I could automate with AfterEffects or some other
product?  I only have 100 frames to process, so I could do it by hand, but I
thought I'd look into automating things.
