another approach...

use the elliptical marquee to draw a circle... fill it... select the right 
or left half of the circle with the rectangular marquee and drag it 
away from the other half... draw a rectangle with the rectangular 
marquee so that the top lines up with the top of the circle, and is 
wide enough to touch both edges... fill it... since they are tabs, you 
can chop the bottom halves of the semi-cricles...
