That (minor) detail was not mentioned in the original post.  So of 
course there were a variety of responses.  And we learned that there 
are various products (including Photoshop 6) that round corners 
automatically.

My plug was for Macromedia Fireworks, for these reasons:

1. Free 30 day download from Macromedia.com

2. Click & drag the rectangle tool with the "rounded corner" option 
on.  Tweak angle of rounding as needed.

3. Exporting gifs is graceful and easy with Fireworks.  It is and has 
always been a tool built around the needs of web developers.

4. Fireworks is fast, intuitive, (& under-appreciated) IMO.
