When the Flash adds sufficient value to the user by adding
something which couldn't have been done in any other way
to the core value proposition.

Thus all the UK election Flash satires are definitely worth
while (there's a list of links on my home page:
http://www.easyweb.co.uk )
but unless that was your site's entire purpose, you
wouldn't block people out of the site for not having Flash.
