Sorry if being rude, that's may your be quirk. My httpd.conf looks like
that:

[...]
Options Indexes FollowSymLinks MultiViews Includes ExecCGI
[...]

You'll need not to mention ex. verbis all options, but MultiViews has to be
mentioned.

If you want to add only \emph{one}, you'll write, i. e.:

[...]
Options +Includes
#       ^ Note the difference
[...]
