Who is managing the password for the Web Server account?

Your using NT 4.0 right?

Go to properties for your target web site, click the Directory Security 
tab, Click the Edit button on the Anonymous Access section, Click on the 
Edit button for the Allow Anonymous Access section.

This will give you the Anonymous User Account. Is the Enable Automatic 
Password Sync checked?
