Also, there is strict instruction in the EU Data Protection
Directive that data should not go to countries without strong
DP regimes (eg the US) without the data subject's permission.

There was an attempt to license specific companies who had
robust privacy policies as a workaround (the initiative was called
Safe Harbour/Harbor) but it fell apart a bit.

Note that some EU countries (Germany for one) are much
more stringent than this.
