When in a need for comprehensive flash detection information for exactly the same scenario (client wants flash based navigation), I
found the following to be helpful.

We ended up making the navigation in Flash, which was a set of "revealing tabs" in a bar - for the non-flashers, an image-mapped GIF
with all of the tabs open was used.  The results weren't as tested as they could have been, but no complaints have been heard
either.
