No, I still don't understand you here. Help me - why is this an error of
their ways? How does maintaining a standard reference platform and
only upgrading it following a thorough cost/benefit review hurt
a company's bottom line?

I would have thought that reducing the budgets for
1) Upgrades
2) Ongoing tech support
would be a net benefit to the public purse.

Or maybe I just miss the fundamental economics (probably).
