This will sound like hocus-pocus, but give it a shot if you like:

Replace the 1x1 .gif with a 10x10 .gif and declare it's size to be 1x1 in
the code.  This has remedied the situation for me in the past.

I started in with this approach because some damn incarnation of some damn
browser at some damn point wouldn't render the graphic if it was actually
that small.  Go figure.
