your best bet is to make the login page as lightweight as possible.
however, if you really want to try to implement a preloading mechanism then
you're stuck doing it with some sort of frame or iframe solution.

iframe

create a 1x1 pixel iframe in your page and set its source to the page you
want to preload.

frames

use javascript to document.write() a frameset if the requested document is
not within a window with a specific name.  set the first frame to be 100%
and contain the originally requested document.  set the second frame to be *
and contain the document you want to preload.
