I would disagree in a few small points, though not necessarily in the
conclusion.

True. But you don't have to. You can also design it from the ground up,
adding snazzy extras like Flash, customized rollovers, etc, including
support for CSS.

FrontPage also permits you to view and/or edit the HTML.


That said, I'm not disputing the author's conclusion that Dreamweaver is a
better tool for that author providing a better fit for that designer's
approach.
