When quality is a concern, the old school way is to export a series of BMPs
or PICTs out of flash at high quality (I've done this out of *gasp* Flash 2
and Flash 3), then import into a GIF Animation program - I used to use
GifBuilder+DeBabelizer together. Today I'd probably use Imageready or
Fireworks. Whichever you have available.
