valid for Windows NT(2k,XP).
the short path for the consumer-orientated OSes (w9x, ME).

NB.: Apache need before it can be launched a fully operatingly
TCP/IP-Stack, otherwise it can't be started.
NB.: AFAIK Apache 1.3.14+ don't require any IP# to be bound to, for Apache
Week wrote ARIN changed policy from IP-based hosting to name-based hosting
and ASF should have taken this into account.
