Always back up your registry before making any changes to it.
If you go to the registry and find this key.

H_Key_Current_User/Software/Microsoft/Internet Explorer/Main

There you will find the key "FullScreen".
Change that value to "yes".

This should fix it.

Oh this is in Win2k not sure if the reg path is the same in 9x/ME
