comments are to be used by the programmers, not the end user.  as such
no major search engine uses them for their algorithm.  This is straight
from their mouth, not mine.

I have also heard, although have not practiced it, that adding comments
within the HTML containing either a description or 2 - 3 word phrases
help
in search engine placement. Is this true?

<tip> the only way to get included into Googles database is to have a
       link from an external site.  Until some other page in their
database
       links to you, you wont get in.  <tip>
