Without seeing how the floating box is set up, I can't really tell
what's supposed to be happening - for some reason I haven't been able
to track down any styles with lynx for .menuOnTop, or any floating
behaviour for .navSection. I'm probably just not looking in the right
place though.

Anyway, there's a discussion of what's going on in Mozilla's head when
it sees HRs at http://bugzilla.mozilla.org/show_bug.cgi?id=84887,
including a possible fix.
