Yes, I expected that (didn't test it).

The fundamental disagreement between Netscape and Explorer is: are the 
bullets/numbers of a list inside or outside the border? Netscape says inside 
or on the borders, while Explorer says outside the borders. If you remove 
all padding (= space between content and border), apparently you also remove 
the bullets in Netscape, sicne there is no more space for them inside the 
borders.
