It would tell whatever robots acknowledged the meta tag to index the 
page they're on, but don't follow links from the page they're on.

Example: If that tag was on members.evolt.org/djc/index.html- the robot 
would index that page, but not follow(and therefore index) any links on 
that page.. hope that makes sense :)
