If your browser is closed, then a popup window technically should not be
possible with a normal internet connection such as the one MSN uses.  There
is a chance that a browser window remained open even though you thought you
closed all windows.  Some sneaky ads minimize a "loading" window which sits
idle for a while until it spawns its evil child sometime later.  The sneaky
windows sometimes capture all keystrokes and load a modal dialog and load
themselves on close, so it is very hard to get rid of them using
conventional means.

Next time the mysterious popups happen, look around.  You may find a
minimized window that hangs around and opens these popups.
