Sounds like a CSS file was being cached to me - but I don't know. I will
say that a syntax error anywhere in a CSS file /can/ cause errors in
subsequent lines. Maybe something like that?

http://jigsaw.w3.org/css-validator/ is your one stop shopping for
finding errors in CSS.
